FMCSA Message:

The Examiner's Role In NRII 

 The FMCSA has provided information regarding the examiner's role in implementing the Medical Examiner’s Certification Integration Rule, or National Registry II.

Paper Medical Examiner’s Certificates (MCSA-5876)

Continue issuing paper certificates to drivers at the time of examination, in addition to submitting results electronically.

  • This helps drivers resolve issues with their State Driver’s Licensing Agency (SDLA), especially in states that haven’t fully adopted NRII and still rely on paper documentation.

Your Responsibilities Under NRII

Timely Submission

Submit exam results to the National Registry by midnight (local time) the next calendar day after the exam.


Accuracy Is Critical

Ensure all entries, especially key identifiers, are correct:

  • First five characters of last name

  • Date of birth

  • Driver’s license number

  • License-issuing state

Errors in these fields will prevent transmission to the SDLA and may result in the driver being placed out of service.


Error Resolution

If there’s a mismatch, you will receive a one-time error message task requiring you to validate or update the incorrect information.

  • These tasks are found on your National Registry homepage under “CLP/CDL Exam Submission Errors.”

  • Information will not be transmitted to the SDLA until corrected.


Examiners will receive this error message for all new CLP and CDL applicants as their information does not already exist in the National Registry.

  • This error resolution step is mandatory for all new CLP and CDL applicants.

Compliance Warning

Failure to submit complete, accurate, and timely results may lead to a Medical Examiner’s removal from the National Registry.

Helpful Reminders for Medical Examiners

Verify Driver Info

Double-check all data against the driver’s license before submitting.

  • Make a copy of each driver’s license for your files in case transmission issues arise later.

  • Enter suffixes in the correct field (not in the last name field).
  • Do not add extra characters (e.g., state abbreviations) to license numbers.

Real-Time Verification

Submit exam results while the driver is present so they can confirm the accuracy of their personal information.


Track Submission

Confirm that the exam results have been successfully uploaded to the National Registry by the deadline.
